The scene is the holiday resort of Cervinia in the Aosta Valley, Italy. Strong gusts of wind hit the chairlift that takes skiers up to the mountain station on Thursday. The weather site Meteo Valle d'Aosta also published footage of the scene via Instagram. This makes it even clearer how violently the lift's seats are caught in the wind.
