Washington offers up to $5 million for the arrest of a former Bashir collaborator. Ahmed Haroun is wanted by the International Criminal Court for war crimes and crimes against humanity in the Darfur region in western Sudan.

The conflict has left more than 13,000 dead, according to the NGO Armed Conflict Location and Event Data Project (Acled), and more than seven million displaced. Both camps are stalling but neither intends to make any concessions at the negotiating table. The U.S. State Department says there is a clear and direct link between the impunity of abuses committed under Bashir's regime and the violence in Darfur today.
