Activists are seeking to implement the 1997 Flores Agreement on the conditions of migrant children. That would impose a 72-hour limit on holding children and would require medical and emergency care, as well as guarantees of physical safety, among other conditions. The Border Patrol does not discuss the conditions in such camps, where migrants wait under the open sky in tents or structures made of branches, while lacking water or food.
