The Government believes that the governors are owners of the legislators, and that what is agreed with them will be transferred to the vote. The passage of time fixes everything, particularly with this government that tends to retrace everything it undertakes. With this government it is no longer possible to ask what or when it is going to do something, but rather how and when it will undo it.
