The death of a baby decapitated during childbirth is declared a homicide, according to the medical examiner. The newborn's parents, Jessica Ross and Treveon Taylor, allege in a lawsuit that the obstetrician doctor used “ridiculously excessive force” when delivering the baby.

The medical examiner's office ruled the baby's death a homicide caused by "the actions of another person," the medical Examiner's news release said. In August, the baby was born by emergency cesarean section.
