José Beni is a man close to Cristina Kirchner who was part of the Patria Institute. The official promoted the nationalization of the navigable waterway.

He managed the last two years of Alberto Fernández's management of the strategic river route of the Paraná River. Beni has a good presence in the unions involved in the Waterway, since he was a member of the Association of Management Personnel of Argentine Railways. Several leaders linked to the union were also named on the board of directors of the state company, which is not part of a lot that the Government included as subject to privatization in the draft of the new omnibus law. The Chief of Staff of the Army Corps of Engineers was left with the concessions area that was administered by the defunct Ministry of Infrastructure, which plays a role in the discussion about the future of the Waterways. The Government has called for a tender again to concession the use of the 3,500 kilometer route through which 80 percent of the Argentine exports leave.
