The Government does not pay a promised salary increase and there is unrest in the Armed Forces. Libertarians described it as an "electoral measure" and say that there is no money to comply with it.

The first installment of the "hierarchization" was implemented last March with an increase of 14%, then with a second tranche that was 14% and finally, a 12% increase granted during November. The cut, in fact, hits a sector considered "as its own electorate" by the ruling party.
