Kissinger stormed angrily into the secret office of the Chinese Affairs Committee, not far from the Oval Office, but hidden from view of any non-Entente personnel. The strange reparation that Mao demanded was that an Argentine, Maoist writer, be invited to China - the entire operation organized and financed by the USA.
