At the end of the 18th century, James Madison, along with a group of lucid leaders, mostly slave owners, wrote the still current Constitution of the United States. The Constitution was committed to a radical “guarantee’; demanded “healthy and clean” prisons; prohibited torture, and held judges responsible for any measure capable of “mortifying” the detainees.
