Shlomo Kook, an ultra-Orthodox Israeli media personality, received the decoration of honor. Kook was appointed, on the recommendation of Chief Rabbi Rabbi Yitzhak Yosef, as an official member of the Congress of Religious Leaders.

At one of the conferences, it was announced that Kook had a secret meeting with the deputy speaker of the parliament in Iran. The achievement is even more surprising due to the fact that the majority of Kazakhstan's citizens belong to the religion of Islam, and the decoration was given in the midst of the war.
