precisely the number of votes that Kemal Kiliçdaroglu lacked. Ogan was the first to speak, to say that there would be a second round. He also said that his voters would determine the outcome of the second round on May 28. He was accused of "dispersing the votes", but Muharrem Ince, another candidate, threw in the towel three days before the vote.
