Fresnes is the first commune in France to display the universal declaration of animal rights in the town hall. The declaration was proclaimed in Paris on October 15, 1978 before its revision in 1989.

It proclaims in particular that “all animals have equal rights to existence within the framework of biological balances” The declaration will also be displayed “in the twelve schools of the city and in the premises of the municipal police,” indicates Marie Chavanon, the mayor (PS) of Fresnes.
