The White House said it was a “worrying” element but did not represent an imminent threat. Moscow sees it as a maneuver by the U.S. executive to force through an aid package for Ukraine, blocked for months in Congress. The United States and Russia are parties to the 1967 Space Treaty, which prohibits the deployment of nuclear weapons.
