Emmanuel Macron was ruthless towards Russia on Tuesday evening, May 16, during his opening speech at a new Council of Europe in Reykjavik. He evoked the "murders", the "rapes used as weapons of war", and the "deportations of children" committed by the Russian army since the beginning of the conflict in Ukraine.

The President of the Republic announced the creation by European states of an international register of war damages for the Russian invasion. He also wants Europe to set up a hundred "mental health centers" in Ukraine, to deal with the traumas of war.
