A fixed figure of 14 years of age for charging will push to encourage criminality among even younger minors, he says. The introduction to drugs at an early age and the lack of control of the family group mean that minors are recruited by gangs of adult criminals as non-punishable labor, he adds. The State must dispose of them in order, not to punish, but to reeducate in the first incident.
