The Paralympic rower missed out on gold after leading the 2,000m half-distance of the final in Slovenia. Samuel, 41, was the silver medalist from the Paralympian Games in Tokyo two years ago.
In the men's race, Shmulik Daniel finished in a respectable fourth place, after finishing the final with a time of 9:40.96 minutes. First place was won by Italian Giacomo Perini with 8:55.08.
