The man, a 61-year-old Italian, was the owner of a company registered for the long-term rental of a vehicle which, in the last two years, had received 118 fines, of which none were regularly paid. The vehicle, which was also found to be uninsured, had been the subject of a complaint for misappropriation by the owner company.
