For the national gendarmerie alone, 47 attacks on barracks were recorded during the riots of summer 2023. The central police station of Évry-Courcouronnes (Essonne) suffered several coordinated assault attempts, saved among other things by the intervention of a water cannon.

The report proposes “strengthening ammunition production capacity, building up stocks, and facilitating resupply.” It also advocates the deployment of pedestrian cameras (with remote triggering and continuous recording) and the installation of more efficient video surveillance systems at night. Finally, the report encourages the use of coded marking products (PMC), which were not used in the riots, even though they have an advantage in collecting evidence. The PMC are invisible to the naked eye and said to be harmless. The report recommends “modernizing the means of restoring and maintaining public order”.
