Cifa: new industrial relations for quality contracts

Contracting for quality work, where the parties define, not only the salary, but also what answers to give on the issues of flexibility, productivity, new tasks, training and welfare. This is the center of the inter-confederal agreement between the Cifa employers' association and the Confsal union, presented at the Tuttolavoro forum.

The agreement also proposes a new measure of representation that takes into account the reality of the world of work in Italy, where 90% of companies are small or very small with a unionization rate close to zero and asks to recognize the right to sign collective agreements not only based on the number of subscribers. More in detail, Cifa and Confsal propose to consider the number of associates, to an extent not less than 5% of private workers at the intersectoral level, also taking into account the members of bilateral systems such as inter-professional funds and supplementary health care funds.

"The interconfederal agreement recently signed by Cifa and Confsal outlined a new model of industrial relations", declared the president of Cifa and Fonarcom, Andrea Cafà, at the round table "New models of representativeness in a changing world of work". Cafà indicates the triple objective "to respond to the new needs of the labor market, strengthen the relationship between the education and training system and the world of work, placing the person at the center to foster an alliance between business and workers". "Only in this way - he declares - will companies be able to meet the objectives of competitiveness and face the challenge of technological innovation in the best possible way".

The general secretary of Confsal, Angelo Raffaele Margiotta, also intervenes, declaring: "today the real problem is that too many salaries are low. We must proceed with the subsidy for companies and tax relief for workers. The interconfederal agreement goes in the right direction" . Margiotta also announces a demonstration on the maneuver in Piazza Montecitorio on 10 December "We will be in Piazza Montecitorio workers and entrepreneurs together, this sort of social alliance to ask to reduce the tax and contribution wedge and we will bring to the Chamber our proposals for improvement on the maneuver".

The path taken by Cifa and Confsal is recognized by the president of the CNEL, Tiziano Treu, who indicates how the interconfederal agreement "is a bit on the road to simplifying contracts" that are too many, about eight hundred, and must be reduced.

"We have to decide what kind of perspective we want to give to this country. Or we think we all bet together on quality - and this also concerns quality bargaining - or competition is not there", declares Treu. "For this reason - adds the president of Cnel - we need to invest more on education so that even work does not remain 'stupid'. As Cnel we gladly give our opinion on what are the contractual quality indicators so that we can put an end to the mistreatment of people also through contractual institutions "says Treu.

According to former Labor Minister Cesare Damiano, "it is said that the law on representation must be the literal translation of the Understanding signed months ago by the historical initials. It is a question of finding a sum of quality criteria that allow the construction of a 'satisfactory architecture'. "In the meantime I can say, as a first criterion, that every contract that goes down and therefore every union that practices it is bad," concludes Damiano.
