95 passengers and 5 crew members traveled on the aircraft bound for the capital Nur-Sultan (ex Astana).
The Bek Air plane lost altitude at 7:22 am local time (2:22 am in Italy), before hitting a concrete barrier and crashing into a two-story building.
The aircraft has been identified as a Fokker-100, a medium-sized twin-turbine airliner.
All Bek Air and Fokker-100 flights to Kazakhstan have been suspended pending investigation of the accident, the country's authorities said.
