Health workers' unions and collectives take to the streets, demanding that the government open negotiations on salaries and the hospital budget.


Three months after the presentation of the government's "emergency plan" in support of the public hospital, hospital staff are expected to demonstrate this Friday, February 14, their love for public service, but also their anger. Unions and collectives believe that the measures announced in the fall do not meet their demands. The Inter-Hospital and Inter-Emergency groups thus call on caregivers to mobilize throughout France.

In Paris, an event must start at 2 p.m. from Necker Hospital, in the 15th arrondissement, in the direction of Pitié-Salpêtrière (13th) with a stopover at Cochin Hospital (14th). " We are heartbroken ": Valentine's Day forces, the two groups asked the carers to " bring a white flower " to " show (their) love at the public hospital ". According to the CGT Health, " a hundred actions of all kinds " are planned everywhere in France: events, but also " festive and visible " gatherings , according to its secretary general Mireille Stivala.

Human chain in Compiègne, " giant heart " in Poitiers, dropping " pink balloons " in Douai ... The theme of the day contrasts with the despair expressed by its organizers. After 10 months of crisis in the hospital, the carers still denounce the lack of measures. The Inter-Hôpitaux collective claims in particular the increase in the hospital budget (ONDAM) up to the programmed increase in expenses (at least 4%), the increase in salaries of hospital staff (with an immediate increase of 300 euros net of all salaries), and the closure of hospital bed closings and the opening of beds in departments where there are needs with the hiring of necessary staff.

The executive, however, made concessions in November, after a first day of strike and demonstration widely followed. Budget extension, abundant bonuses, massive debt upturn ... For the Prime Minister, this " emergency plan " endowed with " considerable means " was to " give oxygen " to caregivers. But in the “ deadly climate ” of the sector, “ these proposals do not bring hope, ” said Hugo Huon, president of the Inter-Emergencies collective.

800 doctors resigned

Overshadowed since December by the mobilization against pension reform, the white coats have brought attention to their cause with a series of collective resignations. For the past three weeks, around 800 chief physicians have given up their administrative functions, deserting the management bodies to devote themselves exclusively to care. They had warned Agnès Buzyn during a meeting in mid-January, but the Minister of Health wishes " first that we take stock of how the reforms apply ".

In the coming weeks, two new bonuses will thus be paid to several tens of thousands of nurses, nursing assistants, radio manipulators and childcare assistants. From March 1, hospital rates will be upgraded, which will increase the financial resources of public and private establishments. An envelope of 150 million euros was also released at the start of the year to finance the purchase of equipment so that " working conditions improve ". After considering an appointment with hospital doctors in mid-March, the Minister of Health said on Friday morning on France Inter that she " planned to see them again next week ", " probably in the middle of next week ". " I do not exclude additional measures to what we have proposed but I want them to come from the field, " added Agnes Buzyn, stressing that " each hospital experiences eminently different things ". The minister had stressed in recent weeks that it was necessary to " rework " the subject of hospital governance to " give a lot more control to medical professionals ".
