According to the investigating judge, Verdini must be investigated together with the former parliamentarian Ignazio Abrignani and the entrepreneur Ezio Bigotti in relation to the Consip FM4 tender. The three are accused of the crime of extortion against the former CEO of the PA purchasing center, Luigi Marroni, "in relation to the Cofely affair". In the measure, the judge also asks the prosecutors to enter the entrepreneur Carlo Russo in the register of suspects, already at trial in the main strand and investigated in this tranche for auction disturbance, also for the crime of trafficking of illicit influences in competition with the businessman Alfredo Romeo, the former member of parliament Italo Bocchino and Tiziano Renzi "(only for the latter excluding the position of Becchini for which Renzi was filed) as regards the positions of the former CEO of Consip Luigi Marroni, of the then director of INPS heritage Daniela Becchini and of the then CEO of Grandi Stazioni Silvio Gizzi ". For the judge, Russo must also be investigated for two episodes of attempted extortion against Marroni on 10 November 2015 and 18 May 2016.

The judge also ordered further investigations for the former Minister of Sport Luca Lotti and the general of the carabinieri, Emanuele Saltalamacchia, for the crime of disclosure of official secrecy.
