Coronavirus: "Can you fill out your certificate in pencil?"

The formal rules laid down by the government for certificates are very clear. Beware of fines.


Every day, Le Parisien takes action to answer your questions about the coronavirus. Today we are looking at that of Babtia, who wonders whether it is possible or not to fill in certain details of her exit certificates, such as the date and time of exit, in pencil.

On March 16, Emmanuel Macron announced the implementation of containment measures to combat the spread of covid-19. To enforce these measures, the government forced the population to justify any displacement by means of a certificate now known to all. This can be printed, or written by hand. Every day, Le Parisien also prints for its readers a form on the last page of the newspaper that can be filled in directly.

Neither pencil nor erasable ink…

This certificate was modified on March 24. In addition to the identity, date of birth, address, reason and date of the trip, the French must also specify the time of departure. Since they often travel for the same reasons, some are therefore tempted to fill in the date and time of exit in pencil to be able to reuse the same form several times. This saves time and paper.

Unfortunately for them, the government is very clear on this subject: it is strictly forbidden to use any erasable ink in the drafting of the certificate. This rule is in particular explicitly indicated in the frequently asked questions of the government dedicated to the coronavirus: “The certificate of derogatory displacement is for single use. It must therefore be completed using an indelible ink pen and must be renewed for each trip, ”we read.

In the event of a check, the police will therefore be perfectly justified in establishing a fine, the amount of which now stands at 135 euros, and 200 euros in the event of a repeat offense within fifteen days.

Only one freedom is actually granted to the confined to manage their movements: the possibility of indicating several reasons in order to group the exits, specifies the site service-public.fr.
