The answer is clear: yes. The term disability is extremely broad and includes a large number of different situations. But, in general, if you are unable to carry out an essential action, such as picking up your groceries in a store, you can be accompanied on your outing.
In all cases, you must have a special travel certificate (one per adult). This can be completed by a third party if necessary, but a simplified certificate is provided if necessary. It is not compulsory for blind or visually impaired people with a disability card.
Longer outings for certain handicaps
Finally, since April 2, the President of the Republic Emmanuel Macron has announced a special device addressed to people who experience significant behavioral disorders (autism, intellectual disability, mental disorders ...). They are authorized to go out alone or accompanied, on foot or by car, more often and have access to places of relaxation such as parks.
