Coronavirus: Italy towards Phase 2, amidst caution and controversy

Fontana: 'Many things need to be clarified'. Bellanova: 'We expected more courage'. Criticisms also from the CEI and Arcigay (ANSA)


Italy restarts with the decree signed by Prime Minister Conte but with prudence and graduality to avoid a recovery of the infections. Today public construction sites and export-oriented companies reopen, but the real phase 2 will start on May 4th, with greater freedom of movement in compliance with the safety protocols. Only then will most of the production activities reopen, but the shops will have to wait for May 18th, hairdressers and beauticians the beginning of June.

But there is no lack of controversy. The knot of schools but also that of second homes or the question of masses, there are several points on which criticisms come from the measures put in place by the government for phase two. In addition to that of openness to visits only to 'relatives', which provokes criticism from Arcigay and beyond . Doubts from the governors but also from Iv who speaks of 'little courage' on the part of the executive.

In Veneto, a new ordinance now permits motor activity throughout the territory of the municipality of residence and is allowed to move to the second houses or boats.

For phase 2 "we still have to try to file a lot of rules," said the President of the Lombardy Region Attilio Fontana, commenting on the new government measure. For Fontana, interviewed by Centocittà, on Rai Radio 1, " there has not yet been any discussion of the merits of some problems which, in my opinion, are absolutely fundamental , such as, for example, the mandatory or non-compulsory use of masks, as parents will keep I shelter children if they both work, all kindergartens and schools being closed and presumably summer camps too. "

On the masks - Fontana said to SlyTg24 - " I would tend to reiterate the obligation " in a new regional ordinance "but it is clear that I would like to have guarantees from the Civil Protection on the supply of the masks for the whole population". The current regional ordinance valid until 3 May provides for the obligation to cover one's nose and mouth "whenever one goes out of the house".

"This decree - he adds - is not that I can change it as senator: I would make a nice amendment. But why did the prime minister choose to make a Dpcm and not a decree law? If it were so we would change it but it is not so". 

"We honestly expected a more courageous operation: we could, we should have dared more," says Iv Teresa Bellanova's minister.

Criticisms also by Minister Bonetti.
