Skip the April 30 Council of Ministers called to give the green light to the 'April Decree'. The measure is nearing completion and the executive aims to launch it in the next few days, therefore in May. It is probable that a second CDM convened in the next few days will give the green light to the simplification decree, the other track on which the government is aiming for an economic recovery after the end of phase 1.

"The deadline for amendments to the companies' law - explains rapporteur Luca Carabetta (M5s) - will be set by the Finance and Production Commission of the Chamber, after the last hearing of Sace, but the agreement reached is for May 4th. It will be possible that the agreed changes go into the April decree, so as to be immediately in force, without having to wait for the conversion of the company decree into law ". "The system of the decree remains, we will not make distortions - underlines the rapporteur to the companies decree - also because the text fits the frame that the EU has given us. However we will certainly intervene with amendments on the simplification side. From the hearings it emerged that there is a lot of bureaucracy for businesses. We are working on simplifications not only with rules to be introduced with amendments to the decree, but also by dialoguing with the ABI for banks to act directly. Other amendments should extend the audience of those who get the guarantee, and they should concern simplifications by the credit guarantor, therefore the Fund and SACE ". "There are then - Carabetta continues - two major issues on which we are working: the first is that of a dedicated current account for Sace guarantees; the second is the legal protection of banks, to avoid being called to respond in bankruptcy cases ". Finally there is the issue of return times: "Confindustria has asked for 30 years, but in Germany - he concludes - they have foreseen 10 years; here, we can discuss this time limit".

Meanwhile, the Minister of Labor and Social Policies, Nunzia Catalfo, announces that in the next April decree "we will confirm many measures" already foreseen in the Cura Italia decree and will allocate "13 billion on social safety nets, for a further 9 weeks of coverage". The CIG will be "usable until the end of December 2020", explained Catalfo, speaking of "important measures". The dismissal ban, foreseen by the Cura Italia decree until mid-May, "will be extended". "It is my intention to extend" this measure, "we have a range of safeguards for companies and workers that allows the worker to be kept within the company, alongside the tools that give liquidity," said Catalfo. "We must try to avoid rising unemployment or the closure of entrepreneurial activities," he added.
