Coronavirus: "My department is in red, what does that imply?"

On April 30, on the first deconfinement map, more than a third of the departments were, temporarily, colored in red.


Every day, Le Parisien is mobilized to answer your questions around the coronavirus. Today we are interested in the questioning of Lisa, who asks us what the red color of her department means.

Every evening since April 30, the General Directorate of Health has unveiled a deconfinement card with three colors (green, orange and red), which should only be two by May 11 (green and red). On April 30, on the first map, 35 departments were in red (three of them probably appeared there wrongly, due to calculation errors). This May 1, Jérôme Salomon, the Director General of Health, effectively announced that 32 departments now fall into this category.

Why is a department considered "red"? This means that it is poorly classified in at least one of the following two indicators:

- the rate of emergency visits for suspected Covid-19 compared to the total number of visits;

- the level of "hospital tension" in intensive care.

A third factor, relating to screening capacity in the department, should be taken into account by May 11.

Gardens and some closed outdoor places

In the departments in red, measures may tighten the containment. We already know that the parks and gardens will remain closed and that the colleges will not be able to reopen on May 18, unlike what will happen in the green departments. Tuesday April 28, Edouard Philippe indicated on TF1 that it will also be possible for the authorities "to close, if necessary, a certain number of shops, outside places". Schools could also not open, in consultation with the mayors.

Two days later, on April 30, on LCI, the Minister of Health, Olivier Véran, indicated on the contrary that "the reopening of businesses, that is to say most of the lifting of containment, is almost identical, regardless of the department where we are located.

Anyway, until May 11, the green or red color of his department does not change anything. Containment applies everywhere in the same way, as since March 17. There are still several days for the government to specify what will change in a department in red. As for the card that will be used for May 11, it will be stopped on the 7th.
