Coronavirus: May 11, June 2, July 10 ... here are the big dates of the deconfinement

Many decisions on the reopening of places to go out or the resumption of worship are expected in late May.


Prime Minister Edouard Philippe presented the much awaited details of the “very progressive” deconfinement plan on Thursday, which will begin next Monday.

A first draft of the calendar was drawn when he spoke to the Assembly last week. It was thus clarified by the ministers Elisabeth Borne (Ecological transition), Olivier Véran (Health), Christophe Castaner (Interior), Bruno Le Maire (Economy), Muriel Pénicaud (Work) and Jean-Michel Blanquer (Education).

First, the Prime Minister confirmed the deconfinement from May 11, except for the department of Mayotte, for which the lifting of the containment was postponed. A decision on this will be made on May 14. This deconfinement will be stricter for four regions: Hauts-de-France, Ile-de-France, Grand-Est and Bourgogne Franche-Comté. From May 11

For this first phase of deconfinement, it will therefore be possible to move without certification up to 100 km as the crow flies in all the departments, whether in green or red, except for Mayotte. As has already been announced, shops will reopen , as will shopping centers of more than 40,000 m² with the agreement of the prefect, except in Ile-de-France.

Travelers arriving in France will be fortnightly , except Europeans, those from the Schengen area and the British.

The Ehpad, them, will have to remain confined. Olivier Véran promised: tests will be massively carried out from Monday.

The government has also promoted the maintenance of teleconsultations and teleworking . Ile-de-France residents are recommended to limit their trips to what is strictly necessary.

The public transport offer will be reinforced : metros, buses, RER and TER will be at 50% of their capacity. In Paris, the RATP has a target of 75% of its accommodation capacity. Limitation measures will be taken in the event of overcrowding. Car traffic will be limited, promised Minister of Transport Elisabeth Borne. For TGV and Intercity trains, SNCF plans to offer 20 to 30% of its capacity.

On the school side, it will be the pre-entry for teachers , or rather, the pre-entry, in "80 to 85%" of municipalities, guaranteed Jean-Michel Blanquer. Training centers for apprentices and employees can reopen on their side.

On the leisure side, "individual sporting practice" remains authorized, and the "closing of beaches, lakes and nautical centers" remains the rule , unless the prefects give a positive opinion on the mayor's request, said Christophe Castaner. The borders remain closed until further notice.

From May 12

Pre-entry will continue for some school teachers. For others, children in a large section, CP, CM2, with a disability, or the children of nursing staff, dropouts or in the process of dropping out, this will be the recovery . Always with the same rule: no more than 15 students per class. In some municipalities, this recovery will rather be on May 13.

On May 14, the authorities will assess the situation in Mayotte , a department which is excluded from deconfinement on May 11.

From May 18

Jean-Michel Blanquer has promised the return of children to 15 to 20% of the municipalities where the schools could not reopen the week before.

In the green departments, the fifth and sixth graders will be able to come back to school , wearing a mask. Ile-de-France, Grand-Est, Hauts de France, Bourgogne Franche-Comté and Mayotte are therefore excluded from this decision.

At the end of May

On May 23, the government must decide on the maintenance of the second round of municipal elections . Several decisions have to be made, especially on the summer holidays, but also on the reopening of vocational and general high schools, the reopening of places to go out, such as bars and restaurants, cinemas and theaters or even party rooms. . The resumption of worship must also be evaluated , announced Christophe Castaner.

On the transport side, the SNCF is targeting 40% of its TGV and Intercités services with 50% of the seats occupied, said Elisabeth Borne.

In terms of economy and work, Bruno Le Maire hopes for an almost complete recovery in the factories closed during confinement.

June 1

Companies forced to close in time of confinement will no longer, a priori, have the solidarity fund, nor an exemption from charges.

From June 2

The first phase of deconfinement will be completed . It is at the beginning of June that the Ministry of Transport aims to return to normal public transport capacity (metros, buses, RER, TER). As for the limit for gatherings of several people (set at 10), a new threshold will be assessed during this period , promised Christophe Castaner.

July 10 or 24

In mid-summer, the state of health emergency could come to an end. The Senate voted for an end date on July 10, while the government text called for 24.

In August

Sports competitions could resume in camera, although this decision has yet to be assessed. It is only from September, at least, that it will be possible to go to a match, to a festival, to visit a large fair for more than 5,000 people.
