End of the crisis: the proposals of Living Democracy, the think tank pro Macron

The center-left think tank declines 25 actions for the end of the quinquennium and for the program of the next presidential election.


Living Democracy, the center-left think tank pro Macron, created in 2017, which aims to be a source of political, economic, social and environmental proposals, analyzes the country's situation in the context of the Covid-19 pandemic and makes 25 proposals for the end of the quinquennium and for the program of the next presidential election.

On the economic side, the laboratory of ideas advocates strongly framing economic liberalism in order to favor a more proactive orientation. This must translate into more national independence, the shortage of masks and respirators having demonstrated this need in the health sector. Very concretely, the Living Democracy project recommends providing the State with a "golden share" (specific action) in the capital of Sanofi-Aventis in order to ensure in particular the relocation to France, and at least in the European Union, the manufacture of medicines and medical instruments. He is also in favor of launching a public investment plan of 30 billion in 2021-2022 in health, public transport and housing.

The reduction in corporate taxation, it would go through the abolition of the business property tax (CFE) by funding it by stopping the drop in corporate tax rates.

At the European level, the think tank is advocating the adoption of a new budgetary policy with public operating expenditure which would continue to have to be financed by taxes, while the public deficit would be financed by debt. Thus, the deficit of a State could be equal to the amount of its public investment spending.

Reduce inequality

Many avenues have also been put forward to overcome territorial and social inequalities, in particular highlighted by the movement of yellow vests. To start by dedicating the 30 billion public investment plan to the regions most in difficulty (Grand Est, Hauts-de-France, Bourgogne-Franche-Comté, Occitanie and Seine-Saint-Denis). In this same line, the central administrations of the ministries (except National Defense and Foreign Affairs) would be decentralized in the territories, and the means of the rural sub-prefectures would be reinforced.

As revenue will have to be found somewhere, the increase in the contribution on high incomes is advanced, as well as the abandonment on the abolition of the housing tax on main residences for the 20% of wealthiest households . As for the increase in the rate of the Gafa tax, it is also recommended.

The organization of work will not fail to evolve following these two and a half months of confinement; the document advances the creation of a right to telework, which must however remain voluntary. He also imagines the creation of universal professional protection (PPU) integrating the personal activity account (CPA) the personal training account (CPF), the time savings account (CET) as well as a personal retirement account (CPR).

On the principle of what already exists for boards of directors, the think tank also wants to force large listed groups to have at least 40% women on their executive committee.

From a political point of view, Living Democracy recommends reducing the mandate of deputies to two and a half years, in order to create mid-term elections - along the American lines - as well as allowing parliamentarians and ministers to cumulate again. their function with a mandate as mayor so that they are no longer cut off from the realities on the ground.
