Prime Minister shed light on phase 2 of deconfinement (and beyond) during a question period with the government

Summer is coming, the Covid-19 pandemic seems to be marking time in France and strict sanitary rules continue to apply on the territory. After his great oral of May 28, on the second phase of deconfinement, the Prime Minister responded on Tuesday to the questions of deputies, during a session of questions to the government.

Before the national representation, Edouard Philippe returned to some of the measures taking place during this phase 2, which begins this Tuesday. School, special case of Corsica, return to normal, aid to restaurateurs… Update on the details given by the Prime Minister to the National Assembly.

Dotted school, a situation "impossible to manage"

For Edouard Philippe, "offering half-days of welcome, or even alternating days, means placing parents and employers in situations that are sometimes almost impossible to manage". The Prime Minister therefore advocated "loosening the grip on sanitary conditions in schools, so that more children can return". Adjustments that will be made, of course, according to "the evolution of the crisis".

"The educational time bomb is not the least important and is not the least dangerous," warns @EPhilippePM. "Dropping out of school will have a human cost, an educational cost and a social cost." # Covid__19 # Covid19 #DirectAN #QAG pic.twitter.com/Ho8x7L83Gy

What particularly worries the head of government is the school dropout and the “educational time bomb” that he represents. The latter will have "a human cost, an educational cost and a social cost," he predicted, while all the colleges reopened on Tuesday, in the green zone as in the orange zone.

The "corrected" decree for access to Corsica

Monday, Corsicans and lovers of the Island of Beauty were surprised to discover that the territory did not benefit from the same conditions of deconfinement as the rest of France. If the limit of 100 kilometers is no longer in effect from this Tuesday, flights between Corsica and the continent remained, for their part, subject to the presentation of a documentary evidence of an imperative reason (family, professional , medical…). Which was not the case for maritime transport.

This decree will be "corrected in a good way this evening (Tuesday)", promised the Prime Minister, to put an end to this inconsistency around access to the island.

Cafes and restaurants helped "until the end of the year"

"We paid a heavy price in this sector for the health crisis". It is the hotel and restaurant industry in question, hard hit by the pandemic which has put the activity on hold for long weeks. In front of the deputies, the Prime Minister did not show great optimism. "The conditions for the recovery are, in some respects, almost more worrisome for the profession" than the closure at the peak of the epidemic, he said.

"When your rent is at a level such as the organization of your activity, with half the cutlery, makes it almost impossible for you to come to a standstill, or even to start earning money, you know that you will having a problem with restarting, "described Edouard Philippe, who assures that the government has" taken measures to allow the actors (of the restoration) to pass stages ".

If cafes and restaurants reopen today, the conditions for recovery are worrying for professionals. We will continue to help them so that they can pass this stage: the measures taken to protect them are intended to last until the end of the year. pic.twitter.com/ZuYZPO4LTS

"These measures are intended to last until the end of the year," he said. "We want to continue helping this sector so that it can pass this very difficult stage", because these establishments are "a strength of our country, one of the elements of its attractiveness and its collective way of living".

No return to normal, but a "major advance"

"When will the conditions return to normal? You are asking me a question that I can hardly answer, ”retorted Edouard Philippe to the deputy Philippe Vigier (Liberties and territories). "We have always done it in three-week steps and so, if all goes well, what the recent past lets us hope for, then, on June 21, June 22, we may be able to start operating again in the orange zones like we have started operating in the green areas again. It will already be a major step forward, ”he said.

"I do not want to put us collectively in a situation where the epidemic could start again before we see it," said the Prime Minister, according to whom "we will probably start the summer with stricter health rules than those which prevailed before confinement. "
