The commissioning of this fleet of 71 wind turbines by 2023 should make it possible to produce the equivalent of annual electricity consumption

EDF Renouvelables, a subsidiary of EDF, has just announced the start of construction of its vast offshore wind farm project, in the English Channel, off Fécamp. This 67 km2 park, made up of 71 wind turbines located between 13 and 22 km off the coast, should be commissioned by 2023.

This park, whose investment is estimated at two billion euros, should make it possible to produce the equivalent of the annual electricity consumption of 770,000 people, or more than 60% of the inhabitants of Seine-Maritime, specifies a press release. 'EDF.

The site will mobilize more than 1,400 local jobs. The turbines will notably be manufactured in the windmill factory that Siemens Gamesa is currently developing in Le Havre in France.

In France, although 8,000 onshore wind turbines spread over 1,380 wind farms have already been installed in the territory, none of the first six offshore wind farms launched between 2011 and 2013 have yet appeared on the French seafront. Since the first consultation meetings in January 2007 in Fécamp, this project has been the subject of numerous legal appeals and the designers have been obliged on several occasions to modify it to adapt to the new standards.

Remedies

The other parks located in Saint-Brieuc (Côtes-d'Armor), Courseulles-sur-Mer (Calvados), Saint-Nazaire (Loire-Atlantique), Tréport (Seine-Maritime) and Yeu-Noirmoutier (Vendée) should also be built between the end of 2021 and 2024 with the extinction of all remedies.

Broadly speaking, two types of appeal have been filed: one environmental with visual pollution and the seabed. The other financier, believing that the State had largely contributed to supporting these projects by guaranteeing a buy-back price for electricity above that of the market. According to these appeals, this aid takes the form of a state-guaranteed buy-back price for the electricity produced, between 135 and 144 euros / MWh, while European offshore wind projects have been negotiated since 2018 around '' a guaranteed price of 45 euros / MWh.

Dissatisfied fishermen

In Fécamp, the beginnings of this construction are also far from unanimous. In recent days, fishermen have criticized the lack of communication from the promoters of three park projects in the English Channel.

“Operations have been carried out for a few days in these areas without the fishing professionals being notified in time. Result: it happened several times that they go to a fishing area and find on arriving that they cannot fish because operations in preparation for the projects are underway! It is not possible… We must not only be warned but above all that we can discuss the periods of intervention of each other so that cohabitation goes as smoothly as possible, "says Lucas Teyssere, project manager to the Normandy Regional Fisheries Committee.

For its part, EDF ensures that security measures put in place during construction will make fishing impossible in certain sectors, but that these will be reopened at the end of construction.
