“Our organizations, associations and foundations of general interest, were mobilized from the first days of the Covid-19 crisis to meet the exceptional needs arising from this emergency: support for the hospital sector, medical research, medico-social ; support for the most vulnerable in France and abroad.

We have, no matter what cause we defend, more than ever assured the continuity of the social bond in our country, as in the world, by mobilizing our volunteers and welcoming all those who wanted to get involved and give meaningto their confinement. We maintained the link with the sick, the isolated, supported the families and accompanied with kindness and conviction all the people who overnight fell into frailty and poverty. We supported the action of caregivers and researchers engaged in a race against time in the face of this unprecedented crisis. These exceptional actions require exceptional resources. These resources came mainly from the generosity of the French. Many of them, individuals but also companies, responded to the calls of our organizations. Their generosity and their beautiful outbursts of solidarity have been able to be agile, quick and powerful through our actions.

We thank them for the donations received during this crisis. They partially cover immediate needs. 65% of our fellow citizens declare that the health crisis makes them want a more united France. We are the expression of this solidarity in France and abroad.

The needs to come are immense, given the degraded economic and social context. We will have to get out of the emergency and register our actions over time. All of our causes, some of which are less visible in the media today, are vital for the future, be it research against AIDS, cancer, brain diseases, rare diseases, education, culture, precariousness, disability, protection of our environment and human rights all over the world. 29% of associations have already declared a drop in donations since the start of the Covid-19 crisis.

We know that the French are particularly generous at the end of the year: in 2019, 52% of donation amounts were received in the last quarter. This seasonal generosity is essential to allow associations and foundations of general interest to maintain the programs that their donations finance. It will be all the more important at the end of 2020 when we will face the many economic and social consequences of the global health crisis.

This is why we are asking the government and parliamentarians to take incentive measures in order to prolong the generosity of the French people and to multiply the effectiveness of their donations by making it possible to give more for all causes. As with the reconstruction of Notre-Dame, we propose that all donations be tax-exempt at 75% this year regardless of the cause that French donors choose to support. In these difficult times, there is no hierarchy in priority causes.

We also ask the government to introduce an exceptional tax credit on the CSG for all donors who give and who are not subject to income tax.

Everyone welcomed us with joy during the crisis, celebrated our responsiveness and our efficiency as close as possible to everyone's needs. Donors know that every euro donated will directly benefit those they choose to support.

Donors guarantee the independence of our action, we ask the government and parliamentarians to increase the power of their generosity. "
