Élisabeth Borne, who until Monday was Minister for the Ecological and Inclusive Transition, succeeds Muriel Pénicaud to the Ministry of Labor. After three years of service, the ex-HRD of Danone leaves the Hôtel du Châtelet rue de Grenelle and leaves construction sites burning on the social level, while unemployment will explode in the coming months.

The new Minister of Labor will have work to do on the employment front, while a wave of social plans is coming. Emmanuel Macron has already set a course in his interview with the regional press last Thursday. He said he wished to " collectively break away from a French illness: the preference for unemployment". A massive plan for hiring young people is in the drawers while 700,000 new entrants to the job market are expected this fall in a particularly difficult context because of the economic consequences of the coronavirus pandemic. The flagship measure would be assistance in hiring, either in the form of a bonus or a reduction in social security contributions.
- Unemployment insurance
Another thorny project: the future of unemployment insurance reform. While the new financial forecasts are catastrophic in terms of deficit, Emmanuel Macron refuses to put in the closet this reform which has always been contested by the social partners who demand its complete abandonment. If the executive has made it clear that it would reverse the tightening of the opening of rights (six months of work on the last 24 since November 1 against four of 28 before), it remains unclear on two measures planned for September 1 : the new calculation of the allowance for those, often precarious, who alternate short contracts and unemployment on the one hand and the degression after six months for high wages on the other hand.
- Retreats
Another hot issue: the pension reform. Suspended " sine die " by the head of state in mid-March, this pension reform remains a highly flammable subject. Faced with the explosion of the pension system deficit, Emmanuel Macron wants to revive it by starting " from the summer " with a new consultation on " financial balances ". Determined not to abandon his universal system project, he said he was " open " to his reform " being transformed " and considers that " the question of the number of years during which we contribute remains raised ". But the main unions believe that this issue is not the priority of the moment.
