The CFDT, FO and Unsa, representing more than 50% of the personnel concerned, announced on Friday that they were going to sign the protocol of acc

Jean Castex wanted a majority agreement by Monday. His wishes were granted even before this weekend. As part of the “Ségur de la santé”, the CFDT, Force Ouvrière and Unsa-Santé decided on Friday to sign the memorandum of understanding on the upgrading of non-medical hospital staff, which notably provides for a salary increase of 183 euros net in two stages. These three signatures make it possible to cross the threshold of 50% of representativeness of these personnel necessary for its application.

The first to announce its signing on Friday, the CFDT-Santé welcomed in a press release "a historic agreement" after "years of famine". In the afternoon, FO-Santé said it had "received a clear mandate from its authorities to validate the memorandum of understanding", described as "acceptable compromise", even if it "cannot be the balance of any account "

These two organizations weighing just under 50% in the hospital public service, all eyes were on Unsa-Santé, the smallest union representative of the sector. "This protocol" is "the most important that we have ever had" and "marks a certain recognition to the staff", estimated in a press release Françoise Kalb, national secretary of Unsa Santé, specifying that her union "would affix its signature ”to the document.

The CGT and SUD not convinced

After seven weeks of negotiations and a final marathon session in the night from Wednesday to Thursday, the Minister of Health Olivier Véran and the unions have reached a draft agreement on the distribution of the 7.5 billion euros put on the table at the "Ségur de la santé". This document provides for 20 measures, including the general increase of 183 euros, half in September, then in March 2021.

"A trade unionist will always tell you that he would have wanted more," but "that makes 2,196 euros more per year," said CFDT secretary general Laurent Berger on France Info on Friday. "There are times when you have to conclude" and "it's time to conclude", he insisted, saying "very proud that the CFDT knows how to be very firm in negotiations and in the end act the compromise, because it is positive for workers ”.

His counterpart of Force Ouvrière, Yves Veyrier, for his part praised on RFI "a compromise that looks good", also including "provisions on career improvements for nursing assistants (and) nurses", as well that "unlock promotions from this year".

On the government side, Olivier Véran touted on RMC and BFMTV "the biggest increase in income ever proposed in this country", although he "does not think that all unions will sign". The CGT and SUD in any case do not take the path: with four other organizations, they called for a "national day of action" and a demonstration in Paris on July 14, claiming that "the Ségur de la santé est an imposture ”.
