Coronavirus in Argentina: how the "Anti-Party Brigade" works that disrupts clandestine celebrations in Rosario

More than 70 people were delayed this weekend in Rosario for failing to comply with measures to stop the spread of the new coronavirus. The authorities disrupted three illegal parties, a type of meeting that worries the authorities in the middle of the distancing phase. Thus debuted a team that brings together the Police, the Municipality and the Regional Prosecutor's Office and that will have  a litmus test for the city in a short time, when a new Friend's Day is celebrated.

Although the working group debuted this Friday, the actions promoted by the local Executive had already been carried out with another modality the previous week. In fact, a 23-year-old man was detained and was released on Wednesday after being charged and posting a 25,000-peso bond for receiving 34 guests in a house in the western zone. The event he organized and promoted on social media ended at 11 a.m. on Sunday, July 5, when a call to 911 alerted about electronic music and the large number of people called at Campbell at 2900.

The line of the Emergency Central of the provincial security forces modified its operation this week to directly refer this type of complaint to the Secretariat of Control and Coexistence of Rosario. Its owner, Carolina Labayru, noted that they also manage to detect the meetings through other telephone communications at 147, the toll-free number they have to receive complaints of various kinds. Based on the neighbors' warning about annoying noises, an operation is mounted in which the final decision is made by the Public Prosecutor's Office (MPA) after the inspection of the targeted location and the apprehension of those who are there.

In the Cradle of the Flag, the quarantine ended 35 days ago. Since then, a group of 80 municipal agents and inspectors comes out every weekend to verify the correct operation of shops and avoid crowds in public spaces. When it comes to illegal parties, it doesn't always start with an anonymous tip . On one occasion, an official went to ring a doorbell at a house whose address was on the copy of WhatsApp messages to coordinate a private celebration. When they treated him, they even invited him in before he could identify himself. While waiting outside for the arrival of the state personnel, the participants announced in the group that the meeting was canceled.

The work scheme was implemented in coordination with the prosecutor Gustavo Ponce Asahad, head of the specialized unit COVID-19 that created the provincial Justice during the quarantine to investigate crimes related to health regulations. So this weekend they delayed 16 people on a terrace in Santa Fe at 3100 and another 14 on a birthday in Dorrego at 2400. In addition to those procedures in the macro center, they disrupted an  electronic party with 43 participants in the southern area . The next step is to avoid new infractions in the anteroom of Friend's Day.

Given that family or emotional gatherings in private homes are only allowed on Saturdays, Sundays and holidays, the objective is to prevent meetings that exceed the limit of 10 people or the time limit of 23 . Compliance with the rest of the measures that accompany the distancing in the chosen places and reducing the risk of coronavirus infection is also observed.

According to the latest official data, 164 positive tests were received in Rosario during the pandemic. Of that total, two people died, another 38 remain active and 6 of these are hospitalized. On the other hand,  287 inhabitants fulfill preventive isolation for having had close contact in relation to a series of six groups or clusters identified from index patients, most of whom contracted the disease on trips outside the province.

Looking ahead to July 20, the Health Minister of Santa Fe, Sonia Martorano, said that "it is not the best time for meetings" given that the contagion curve is accelerating and understands that the best thing would be to postpone them. At the local level, Labayru agrees on the diagnosis and the Municipality has already called entities from the gastronomic sector to analyze the situation. As it is one of the dates of greatest demand for an item in crisis during the pandemic, they are evaluating the possibility of transferring the promotions and offers of the occasion in order to relaunch the celebration in September if the epidemiological situation allows it.
