With the approval of the extension of the state of emergency by the Senate, we clarify what this institution is and what it entails.

It should be remembered that the state of emergency is regulated by law no. 225 ( Establishment of the National Civil Protection Service ) as last amended by Legislative Decree no. 59/2012 (Urgent provisions for the reorganization of civil protection), in article 5 it contains rules concerning the state of emergency and the power of order connected to it.

HOW LONG - The maximum duration of the state of emergency, equal to ninety days, can be extended or renewed as a rule only once - subject to further deliberation by the Council of Ministers - for a further sixty days.

WHAT INTERVENTIONS PERMITS - the organization and execution of rescue and assistance interventions for those affected by the event; securing public and private buildings and seriously damaged cultural assets; the restoration of the infrastructures and networks indispensable for the continuity of economic and production activities and for the recovery of normal living conditions. For the issuance of orders by the Head of the Civil Protection Department, it is necessary to acquire the understanding of the regions territorially concerned

SMART WORKING - With the Dpcm of 25 February, it was allowed to adopt smart working without the need for individual agreements required by law (81/2017) in the six regions most affected by Covid-19. The Prime Ministerial Decree of March 1st allowed the simplified procedure to be adopted throughout the national territory until July 31st. The new deadline of October 15 further extends this possibility. In addition, the relaunch decree recognized the right to smart working for workers with children under 14 for the duration of the emergency.

SCHOOL - The state of emergency, as explained by Prime Minister Conte in the Senate, allows Commissioner Domenico Arcuri to take extraordinary measures for the school, such as the purchase of the desks. The provision will make it possible to purchase all the necessary material (masks, gels, benches, Plexiglas spacers), skipping some steps for the awarding of contracts which follow facilitated routes.

RED AREAS - With the state of emergency it is possible to establish "red zones" with strict prohibitions and strengthened controls. 

STOP TO ENTRIES FROM OTHER COUNTRIES - The state of emergency allows, for health reasons, also to block flights to and from the States considered at risk, or to limit the entrance to some countries. At this time, those coming from (or passing through) from 16 countries cannot enter Italy 

SHIPS FOR THE SURVEILLANCE OF MIGRANTS - With the continuation of the state of emergency - recalled Conte - "there is also the rental of ships for the health surveillance of migrants and it does not escape anyone how current the use of this tool is for an orderly conduct of the quarantine for the protection of public health ".

CTS, CIVIL PROTECTION AND GOVERNORS - With the extension of the state of emergency, the coordination attributed to the Civil Protection does not cease as the extraordinary powers assigned to the implementing subjects, which in most cases are the presidents of the Region, do not cease. The function of the Technical Scientific Committee also remains active. 

PENSIONS - With the confirmation of the state of emergency, the advance of the terms of payment of pension treatments, checks, pensions and accompanying allowances for civil disabled people will continue for the months following August: the aim is to allow a quota and staggered access at post offices. The window foreseen for the early collection of August is from 27 to 31 July.
