Green light from the Senate and the Chamber to deviate from the budget with the abstention of the center-right. Conte comments: "It went well". But chaos breaks out on renewals of committee chairs. In two out of 14 cases, in fact, the agreement between the group leaders of the government forces and the leadership of the Agriculture and Justice commissions of Palazzo Madama remain, therefore, the presidents of the League who 'beat' the candidates of M5s and Leu. "With the secret vote - Matteo Salvini comments - the good work and the competence of the League are rewarded. The majority is shattered, the 5Stelle-Pd mess has been skipped".
Late in the evening came the resignation of Lello Vitiello (Iv) as president of the House Justice Commission. His election had taken place in place of the M5s candidate, Mario Perantoni, thus questioning all the agreements.

Minister Roberto Speranza asked the Council of Ministers the political question opened in the majority by the vote on the presidency of the parliamentary committees, after the non-election of Pietro Grasso to head Justice in the Senate. According to ANSA, the Minister of Health left the work of the CDM, after voting on the extension of the state of emergency: "Unacceptable what happened. A majority clarification is needed", Speranza said.

Ten members of the M5S have been "transferred" from the House Finance Committee to another commission. This is what the M5S parliamentary sources explain. In the Finance Committee until late afternoon, there was strong dissent in the pentastellato group on the election of Luigi Marattin (Iv) as president. Hence, presumably, the decision of the board to replace some of the members of the commission. "The only precedent to the forced transfer of deputies from a commission had been the ignominious one of the Reni government in 2015 per ltalicum", the sources themselves explain.

With 169 votes in favor and 137 votes against, the Senate approved the majority resolution on the 2020 National Reform Program. In the explanations of vote, the center-right parties had announced their "no". No abstention.

"Majority in the Senate? It went well, it went well". Prime Minister Giuseppe Conte says this when speaking to reporters. "The majority are strong," added Conte. "The budgetary variance was voted today and I believe that the majority has given proof of its strength."

THE DEBATE

The Minister of Economy, Roberto Gualtieri, who spoke in plenary during the debate on the budget gap, aims for a "lasting" recovery. "The deviation and pnr - he said - represent the two dimensions of the effort that the government is making to make the recovery lasting and sustainable". Gualtieri also pointed out that after the fall of the second quarter "we expect an equally marked rebound in the third quarter, almost 15%". Meanwhile, the August decree that should be launched next week is taking shape. Among the novelties, aid for the auto sector which can count on half a billion fresh resources.

Chaos commissions, revolt peones M5s and current Pd - Fibrillations skyrocketing in M5s and Pd, with many MPs, especially among the pentastellato who contested the agreements made between the group leaders on the presidencies of the 28 permanent Commissions of the two branches of Parliament. On the other hand, competition between currents has exploded among the Dems. In the afternoon in the Senate in two of the 14 Commissions the majority is shattered by electing two senators of the League, while in the evening in the Chamber the election in the Justice Commission of Lello Vitiello of Iv in place of the candidate of M5s, Mario Perantoni, has put all agreements under discussion. Vitiello's resignation came later in the evening. The decision was communicated to President Fico who must convene a new election. 

The leaders of the Chamber and Senate of M5s, Pd, Iv and Leu met several times, four in the last 24 hours to reach an agreement on the Commission Presidents. The agreements provided for the attribution to M5s of half of the presidencies, then seven in the House and seven in the Senate; at Pd nine (5 in Montecitorio and 4 in Palazzo Madama), four in Iv (two in both Chambers) and one in Leu (Piero Grasso at Justice in the Senate). Already this scheme has led some senators and pentastellato deputies to contest their respective Directors: the power relations with the other parties should have led to claim 8 Commissions and not 7 in each Chamber.
Another dispute concerns the names of the presidents designated by the allied parties, in particular Piero Fassino at the Foreign Affairs of the Chamber, and the two representatives of Italia Viva, Luigi Marattin and Patrizia Paita, indicated respectively for Finance and Transport. All three have in the past criticized either Grillo (Fassino) or the Movement. In the Democratic Party the problem was different, with competition between currents. In particular, the Reformist Base, which is numerically the strongest even if it is in the minority in the party, complained of its underpowering "It was a complex and difficult agreement that obviously will also create some discontent" admitted the group leader Dem in the Senate Andrea Martella. In fact, even in Palazzo Madama there are discontent, for example on the Commission for EU policies: Gianni Pittella, former vice president of the European Parliament, had to take a step back to make room for Dario Stefano, hijacked there although he aspired to the Industry Commission, which however M5s did not give in. In the end, here are the road accidents: Pietro Lorefice of M5s is not elected to the Agriculture Commission of the Senate, sunk by his own in favor of the outgoing League president Giampaolo Valallardi, while Pietro Grasso's election to Justice fades where Andrea Ostellari of the League remains. "The majority is shattered" commented Matteo Salvini. In the Chamber, if he held the name of Fassino, the unexpected came to the Justice Commission where with the votes of the center-right Vitiello di Iv he overtook the official candidate Perantoni, thanks also to three white cards. Iv's parent company, Maria Elena Boschi, announced Vitiello's renunciation of the presidency, a condition placed by M5s to vote for Marattin in Finance. The votes of the remaining Commissions stalled pending Vitiello's decisions, with a comedy-style comedy going on between the Chamber of Justice, where Vittiello was located, and the Chamber of Finance, and large councils between group leaders in the corridors while outside the night fell on a distracted Rome.
