The head of the Buenos Aires Government, Horacio Rodríguez Larreta, ratified his belief that "there is life from conception" and announced that he will promote a series of measures in order to specify the scope of some aspects of the national protocol for non-punishable abortions to which days after the Buenos Aires Legislature joined. These include setting a time limit for termination of pregnancy and acknowledging institutional conscientious objection (that clinics refuse on principle).
Rodríguez Larreta made the announcement through social networks confirming that he will not veto adherence to the protocol despite the claim of the Church, other institutions and pro-life NGOs, but picking up on the two main objections of the critics. In addition, it added other measures that "strengthen the prevention of unwanted pregnancy and provide information and accompaniment options that guarantee full discernment of the choice faced by the pregnant person."

The head of the Buenos Aires Government recalled that on July 16 "the City Legislature passed with a categorical majority (50 votes in favor, 3 abstentions and 7 against) the law of adherence to the national protocol for the legal interruption of pregnancy (ILE ) for justified reasons according to the FAL ruling of the CSJN / 2012 (violation and / or health risk for the mother). As head of government, I deeply respect everyone's opinions, and, of course, the republican division of powers. ”
Among the "set of complementary measures" that he will promote, "respecting the will of the Legislature", he informed that he will launch Plan A al Par, "which is a comprehensive plan for the prevention of unwanted pregnancies , accompanying mothers during the pregnancy and childcare during the first months of life ”.
In this regard, he pointed out that "we are going to work to ensure that contraceptive methods reach everyone, and we are going to deepen talks with young people about sexual and reproductive health within the framework of a life project."
"In relation to the accompaniment of people during pregnancy," he added, "we are going to go house to house starting with popular neighborhoods to ensure that all necessary controls are carried out. In addition, we are going to work together with them and their families in care and food workshops ”.
Regarding “care during the first months of life, we are going to guarantee each child in a vulnerable situation a vacancy in the Early Childhood Centers and financial aid for the family . In addition, we will continue accompanying mothers through parenting programs. ”
"Secondly, we will continue to deepen the changes that allow us to accelerate and simplify adoptions," he affirmed, and among the various actions that he envisages, he says that "we will continue digitizing the processes, as we already did with the online registration that allows the start of the management can be done remotely ”.
With respect to the objection of institutional conscience and in front of "the institutions with a foundational ideology contrary to the practice of abortion," he said that he instructed the Ministry of Health "to proceed with the creation of a program of referral of ILE practices that offers an alternative to the aforementioned institutions, while guaranteeing access to a safe and timely practice for the pregnant person ”.
On the other hand, he affirms that the gestational periods reached by the ILE Protocol and its relationship with the methods that the health system establishes as most appropriate to each situation, as well as the rules that regulate their exercise , will be established more clearly . In the year 2019, 87% of ILE cases in the City were performed in the first trimester of gestation and 13% in the second trimester. ”
In this regard, he says that “taking into account this dynamic, and paying attention to the determinants and medical care restrictions of each gestational period, I instructed the Ministry of Health to clarify the procedures and mechanisms involved . After 24 weeks, the termination of a pregnancy can only be framed in the causes of serious and imminent risk to the life of the mother ”.
"In all cases, multidisciplinary consultations must be carried out to guarantee the mother's health and her full knowledge of the exercise conditions and options, " he points out.
At the same time, he points out that “in the event of controversies regarding the care of minors, the Council for the Rights of Girls, Boys and Adolescents may be intervened, as well as, when necessary, the Public Prosecutor's Office to protect the rights of girls and adolescents ”.
In the final part, he maintains: "I have always been very clear about my personal position regarding abortion : I believe that there is life from conception and I believe that everything possible must be done to protect that life."
At the same time, it considers that “the CSJN ruling (FAL / 2012, in reference to the interpretation of article 86 of the current Penal Code) established grounds for the legal interruption of pregnancy, which cannot be ignored when it comes to the life of women in that dramatic situation. "
