Netanyahu said: "I was impressed by the expansion of the hospital and the work of the medical staff. We are advancing to find a vaccine at the Biological Institute. I have also sold vaccine options to finance the vaccine's development and trials. We will set up a production line for the vaccine."

"We unanimously accepted the recommendations of Prof. Gamzo last night in the Corona Committee. We are aware of the socio-economic situation and are making an effort to reduce the morbidity in the next two weeks, if we make an effort - we will also succeed. As for closure - we make every effort not to reach it. "He can monitor hundreds of patients and cut off the chain of infection. The IDF is setting it up, and it will be ready very soon."

Corona Confusion: 83% of the public do not understand the guidelines

The director of the Institute for Biological Research, Prof. Shmuel Shapira, told Netanyahu: "Six months ago, you sent us on a journey to bring vaccines and antibodies to the State of Israel. We have fulfilled the task, and we are fulfilling it to the best of our

ability . " Netanyahu:" I instructed  the institute to continue the process towards completing the trials and producing the vaccine with the intention of ensuring that by the end of the first quarter of 2021 there will be safe and effective vaccines for all residents in Israel. The pace of the institute's progress so far is in line with the schedules set at the outset with the National Security Council, the Ministry of Defense and the Ministry of Health. "

The Prime Minister also instructed to work to define an outline that would allow other countries to purchase vaccination options from Israel. The funding received will be able to assist in the establishment of production capabilities and production processes.

A brave decision

On the progress of the vaccine at the Biological Institute, the prime minister said: "There will be three stages in the experiments. First stage with 100 participants, second stage with 1,000, third stage with 30,000 experimenters - which is the international standard. We will complete the third stage by the end of the first quarter, if the previous stages succeed." .

Professor Gamzo said: "The cabinet has made a courageous decision - in the state of Israel's morbidity all or most of the countries are going to close. I thank the Prime Minister and the cabinet who received my outline not to go to the closure. "With proper management, we will reduce the morbidity, the IDF is also doing its part. We are entering intensive care in red cities - without imposing a closure on them."

This week, initial disagreements arose between Prime Minister Netanyahu and Prof. Gamzo. Against the background of the increase in mortality data (about eight victims of the virus daily), and in light of the fact that infection rates remain very high (about 1,800 new infections daily), Netanyahu demands to tighten restrictions on the public and even consider closure in the last two weeks of August .

Gamzo, on the other hand, agrees that it is mandatory to dramatically reduce the number of those infected before September 1, but believes that the public can still be given one last chance before new restrictions are announced. Earlier today, Gamzo said that "infection rates in Israel are among the highest in the world, and in fact can be said to be the highest." However, in his opinion, the numbers can be lowered by focusing efforts on local infection centers, without imposing sweeping restrictions on the public at this stage.

Gamzo program: lower the infection to hundreds

The commissioner of the corona, Prof. Roni Gamzo, presented today (Thursday) his plan to curb the corona virus, and said that the morbidity rate in Israel is the highest in the world. He also called on the Israeli public to listen to the guidelines of the Ministry of Health, in order to prevent a major outbreak of the virus across the country.

According to Gamzo, a situation in which about 1,600 new patients are diagnosed every day creates a burden on the health system - something it will not be able to withstand for long. He added that the goal in his eyes is "to reduce to hundreds of patients a day until the first of September. This is a difficult goal to achieve, but important economically and health-wise. The shuffle harms the economic situation and makes it difficult for people and businesses to return to livelihood and work." He said he wanted to see a consistent and sustained decline in morbidity, including in the ultra-Orthodox and Arab sectors.

He added that the hospitalization system in the hospitals proves that these can withstand the load they are experiencing due to the large amount of patients. "It is very important that we reduce the morbidity before we reach mid-October. This is critical and will help us deal with the virus in the winter. The medical staff should be given a breather before the onset of winter."

Referring to the Corona Cabinet, Gamzo said he was asked to propose a plan that would include steps to reduce morbidity, "perhaps even a process of reduction." He said that the possibility of imposing a closure on Israeli residents is still relevant, especially at this point in time of the great freedom, when there are no schools. "Government ministers also understand the meaning of closure - harm to society and the economy. I have had talks and consultations with the cabinet of experts, at the moment we are waiting with such drastic measures out of an understanding of the state of society and the economy."

As part of his plan, Prof. Gamzo is asking the public to take part in the plan so that the government does not impose further restrictions: "Instead of the restriction from above, I want to make order and partnership from below, of everyone. This is my message received in the cabinet. It is not simple, not automatic and not finished. "Whoever wants to reach 100% achievement of 400-300 patients has to resort to closure - and it is clear to me that the price of closure is great." Gamzo said the cabinet had accepted his recommendations and that the entire health care system was behind him.

"There is no professional possibility for a full closure, neither at night nor on weekends. We will take red and orange cities and close them. Closing cities at a low socio-economic level does not always work properly," Gamzo added. He said he proposed a different idea from the closure: to enter red and orange cities, improve intensive processes in cooperation with police forces, the Home Front Command and the HMOs and manage them with higher discipline: "Such a city that ignores the instructions creates an increase in the chain of infection. In a red city, someone "He will not say, 'Let's get married.' The proper treatment of red and orange cities is 'attacking' the city and helping its residents, including getting patients out of it. It's harder to lock down, but it's more true and good at the professional level."

He said the motivation of these mayors makes him unwilling to impose a closure on them: "The personal response is good, but the epidemiological investigations and isolations are not. There is more need to refer people to hotels." Gamzo explained that it was decided to give more opportunity to the residents of the red and orange cities to reduce their morbidity, but that this would not come at the expense of the amount of tests: "I can not guarantee successes, but can cancel 100% effort and professionalism involved."

The commissioner also said that the Corona combat team will hold a think tank on September 1 for further relief for various cities, as decided in the "traffic light model" approved by the Corona Cabinet. "The ministerial committee will decide on the color of each city on the basis of definitions, and especially focusing on the difference in definitions between 'inside' and 'outside. It is the residents who will determine their fate." Referring to the "traffic light model", Gamzo noted that local authorities would be responsible for the fate of their residents: "Each authority will be able to decide for itself whether to open or close businesses. He also said that starting next week, IDF forces will concentrate throughout Israel to enforce other Ministry of Health instructions.

He said that the most effective way to reduce the number of patients with the virus is to impose a full closure across the country, but he is interested in "giving the State of Israel a chance, I got credit from the cabinet to do it another way, by talking to the public. from him". Gamzo called for avoiding mass incidents, referring to the demonstrations, saying that "although this is our democratic right, it is imperative to take safe behavior there."

The commissioner denied that there was tension between him and Prime Minister Benjamin Netanyahu, but on the contrary - he received full backing from him, and proof of this is the fact that it was not decided to impose a closure: "Netanyahu wants an effect of reducing morbidity, all ministers want to see Israel green."
