The plan, which is subject to government approval, will be presented today and is expected to take effect on September 1. • Authorities will be divided according to morbidity: "red" locality - many restrictions, "white" locality - no restrictions at all • Prof. Gamzo: "The purpose of the plan - to improve processes" • Exposure of "Israel Today"

This is what the lives of all of us in the local authorities will look like as part of the traffic light program that is expected to begin on September 1.

The plan defines "white" localities where there will be no restrictions, green localities where there is little morbidity and activity, yellow localities where the morbidity is on the rise and the rate of infection is stable and activity is limited, orange localities with limited activity due to high morbidity. And a red locality where activity is prohibited due to high morbidity and high infection rate.

The main points of the "traffic light" program unveiled here will be presented today by Corona Projector Prof. Roni Gamzo and Haim Bibbs, Chairman of the Local Government Center, to the Prime Minister and local authorities at the "National Conference for the Implementation of Corona Eradication Models".

According to the plan presented in the table in the "red" authorities, there will be distance learning and only activities in special education will take place. Gatherings and events are allowed within the framework of 10 people in a closed structure and twenty in an open area, jobs will not operate, only essential services will be provided and there will be no public transportation. In "orange" localities, it will be possible to study in shifts and at a distance, gatherings of 50 people outside the building and 25 people inside a business building will operate under the conditions of the purple mark. In the "yellow" authorities, educational activities will be possible under the conditions of the purple mark and in shifts and from a distance. In green localities, all educational activities will take place under the conditions of the purple mark, and gatherings of up to 500 people will be allowed outside the building and 250 inside buildings. The transition from level to level will be possible in accordance with the following parameters: number of patients, rate of patients per capita, rate of positive tests and rate of infection. Only after three days of trend stability will it be possible to move to a lower level (or higher, God forbid).

For example, currently there are 3 "red" authorities - Kalenswa, Zemer and Elad, 28 "orange" authorities - including Bnei Brak, Modi'in Illit, Beit Shemesh, Yeruham and Shlomi and more.

There are 58 "yellow" authorities, 29 "green" authorities and 137 "white" authorities.

Every evening at 20:00, a daily "forecast" will be published that will mention what the ranking of each locality is by "Masvir Leumi". According to Prof. Roni Gamzo from last Thursday, "the goal is to enter the red and orange cities and engage in process improvement."

"In the near future, we will evaluate how the disease progresses and whether it is possible to work with the traffic light method," said Prof. Hezi Levy, director general of the Ministry of Health.
