The director of the Magen Israel national program recommended to the Corona Cabinet to continue with the "current effort" routine - actions that focus on red cities, cutting off adhesive chains, applying restrictions within the "traffic light" layout and improving the hospitalization process to prevent system failure.
Gamzo: "The alternative to the exercise routine is not an alternative that will reduce the morbidity quickly. It is complex, difficult to perform and requires management of every individual while being vigilant regarding the state of health system failure (health insurance funds and hospitals). Therefore, the Prime Minister asked me to prepare a contingency plan for tighter restraint designed to reduce the morbidity more quickly and in depth, if we do not achieve a significant reduction in morbidity in the near future. "
As part of that "current effort", the "traffic light" strategy is planned to start on September 1st. Its purpose: to operate a control system based on color grading that will be activated in the local authorities. The classification of the authorities by color (red, orange, yellow, green) will be carried out according to an algorithm that takes into account three parameters: the rate of new patients, the percentage of positive tests and the rate of doubling in the number of patients
The color of the authority will be used for the purpose of determining a rank for a number of restrictions and permits for gatherings in a closed and open space. At the same time, the authorities will receive assistance in the form of the establishment of a Knesset, assistance in cutting off the local chain, a local enforcement program, economic and social assistance and local outreach activities.
The program will operate alongside restrictions and outlines at the national level that will apply in areas such as transportation, education and events.
