Communities publish new restrictions against the pandemic after the agreement reached on Friday with Health


Communities are accelerating the introduction of new restrictions to slow the advance of the coronavirus pandemic. After the agreement reached last Friday with the Ministry of Health within the Interterritorial Council, the regional governments now publish the new measures in official gazettes, the basis of which are the 11 points agreed on Friday, which include the ban on smoking unless two meters from another person on public roads or the closure of nightlife venues, among others.

Some communities, such as Aragón and Castilla y León, have limited themselves to publishing the ministerial order that the Minister of Health, Salvador Illa, sent them last week, while others have decided to add some of their own points and regulate the use of parks and beaches (Cantabria), prohibit eating on public transport (Madrid) or veto parties on pleasure boats (Balearic Islands).

The Basque Government has activated the health emergency this Monday, which will allow it to take additional measures to the 11 agreed with Health and which are expected to be approved in a meeting tomorrow Tuesday. The Official Gazette of the Basque Country has published the decree of the Lehendakari that grants Iñigo Urkullu full powers to adopt restrictive measures in this autonomous community to combat the spread of the pandemic.

Madrid provides, in addition to preventing the consumption of any food on the subway and buses, that the closure of nightlife and the ban on smoking in the street will be effective on Tuesday or Wednesday, after its publication in the Official Gazette of the Community of Madrid, according to said Monday the Deputy Minister of Health, Antonio Zapatero.

Aragon and the Balearic Islands have collected the new restrictions in their official bulletins today, while Castilla-La Mancha will approve them on Tuesday in the regional Government Council, according to a spokesman for the Board. In Asturias, some "legal auctions" are pending, but the measures will be published "between today and tomorrow" in the Official Gazette of Asturias, according to the President of the Principality, Adrián Barbón.

Sources from the Generalitat of Catalonia have confirmed that the Department of Health finalizes the publication of the new measures, although it has not advanced if this will be in the next few hours or days. Navarra, meanwhile, has ensured that the publication will be "tomorrow".

On Saturday afternoon, Murcia already published the ministerial order with the new measures. The provision also includes the other points agreed in the Interterritorial Council last Friday regarding the control and prevention of outbreaks in social health centers, such as the requirement to test all new admissions.

Castilla y León also published its corresponding provision on Saturday, which consists of "publicizing, for general knowledge and being mandatory, the order communicated by the Minister of Health, of August 14, 2020", to be reproduced below.

Cantabria, for its part, carried out a more complicated transposition. To begin with, she omitted the entire part for residences. And he took the opportunity to regulate his own affairs, such as the distance in training centers (academies, driving schools) and, in the point about a risk assessment of multitudinous events, he added that "it is prohibited to carry out activities on the beaches or parks on schedule night".

Galicia and La Rioja had also published their resolutions on Saturday. Galicia, who on Wednesday was the first to ban smoking on the street if there was away, separated from the text of the ministry in the corresponding section tests, visits and outputs residences, and sets it thus: "The Ministry competent for of social policy, in coordination with the competent Ministry of health, will determine the specific measures that must be adopted in the social health centers regarding the performance of PCR tests, visits and outings, taking into account what is indicated in this regard in the declaration of coordinated actions in public health to respond to the situation of special risk derived from the increase in positive cases due to covid-19 of August 14, 2020 ”.

La Rioja also literally transposes the order, with the safeguard that “it will be the competent ministry in matters of social services, through the protocols that it develops, that establishes which centers, services and social service establishments that have been closed during the state of alarm are reopened ”.

The Canary Islands went ahead of the agreed measures by tightening the measures against the pandemic on Thursday, an agreement that was published on Friday. It introduced the mandatory mask also on public roads, the prohibition of smoking if there is no distance, restricted meetings to a maximum of 10 people and pushed back the limitations on nightlife to those that were on June 20: only outdoor spaces , for consumption sitting at the table and with a capacity of the terraces of 75%. In the archipelago, screening is already being carried out among users and employees of senior centers and the restrictions on visits agreed, so no new decrees are expected to be approved, according to the Canarian government.

For its part, the autonomous city of Ceuta, which depends on the Ministry of Health through the Institute of Health Management (Ingesa), published an order on Friday prohibiting bottles. Melilla published a special official bulletin on Saturday, but it does not include the Health proposals, but rather includes others such as the regulation of the bottle - it prohibits “the simultaneous concentration of groups of more than 20 people in spaces, squares and roads public on the occasion of jointly enjoying leisure or recreation activities, listening to music, consuming drinks, and in particular the activity commonly known as “bottle” -, and it is established that “in special bars or pubs and whiskey bars located in Melilla , their closing time is at 01:00 in the morning ”.
