The residents of the Buenos Aires suburbs will have to wait until Monday to return to the tracks, fields and grills to practice individual sports . As established in administrative decision 1518 signed by the National Government, the provinces and the Autonomous City must determine the modality, time and characteristics of the outdoor sports activities that are allowed to return, although always with protocols and rigid requirements of health security to prevent coronavirus infections.
In the Province of Buenos Aires, the authorities had announced that they would wait to know the "fine print" of that decision announced by Alberto Fernández last Friday, to define the next steps. Now the decree is in place and the government of Axel Kicillof reported that on August 24 the municipalities that request it would be enabled to open clubs and facilities where these disciplines are practiced.
The procedure will be as follows: from this Wednesday the orders accompanied with the respective protocols can be submitted to the Head of Cabinet of the province . Among others, tennis, golf, paddle tennis, rowing and boating can be resumed . The evaluation and authorization of each request will be a decision of the provincial officials based on the evolution of the plague in each locality. That process would take a few days and, as reported, "the return to work of clubs and sports centers, teachers and instructors" will be prioritized.

When that communication is returned, the municipalities will be responsible for controlling, supervising and guaranteeing compliance with each of the prevention measures.
Several conditions must be respected. Sports may not be practiced indoors. It must be amateurish with the intervention of coaches and the federated will be able to continue without the need for the presence of the technical directors.
This scheme is valid for cities that are located in the metropolitan area and that go through the so-called phase 3 of social isolation. It is about 36 communes located in three urban cordons that surround the Federal Capital and that concentrate almost 15 million inhabitants. To this category, a few days ago Bragado, Laprida and Coronel Pringles, districts of the interior that found outbreaks or the appearance of confirmed cases and had to go back in the phases due to epidemiological reasons, joined.
In 47 inland jurisdictions that are going through phase 4 and in 49 that remain in phase 5 of distancing (new normal), training sessions and games in open spaces have been in operation for several weeks. There was a disposition of the Chief of Cabinet, in charge of Carlos Bianco, who gave the starting signal. It even includes gyms, always with shifts and a reduced capacity of participants. In no case is the possibility of holding competitions contemplated.
Bianco, who has the pen to sign the authorizations, had expressed some annoyance with the districts that allowed - through legal gaps or by isolated decisions - openings not contemplated in the national DNU. He targeted runners in the Buenos Aires capital or the take away plus of San Isidro . The latter consists of putting chairs outside some gastronomic shops so that customers can sit down to consume. "They are not contemplated under any norm. They are outside the law. And those who do not comply with the law are killing people today," the official warned.

As soon as the Nation's decision was published in the Official Gazette, there are already mayors who have the folders with the orders ready. In La Plata they said that they will present protocols for "all sports" of individual practice. "They are necessary for health and low risk of contagion. We seek to start them up as soon as possible , ”said Mayor Julio Garro. In this case they also include swimming, which for now is prohibited throughout the territory. And motor racing on the Roberto Mouras circuit that is in the Estancia Chica area, on the outskirts of the city.
From the municipality of Vicente López , close to the mayor Jorge Macri, they announced that "this week" they will present the forms for the reopening of an extensive list of individual sports. San Isidro also prepared orders for "all sports, except contact sports."
In Lanús , in the southern zone of the GBA, they will ask for the return of tennis in clubs and in private properties that have courts enabled by the municipality. Little by little, the mayors will take the proposals to La Plata to resume the physical exercises that were approved after almost five months of suspension.
