According to Avvenire, "its perspective is clear from article 1, which among the aims of these structures indicates 'the protection of women's health and the product of conception'". "Attention - continues the CEI newspaper -: in all 8 articles that make up the text, the termination of pregnancy is never foreseen: we only talk about contraception". "It is true - she continues -: the first law that allowed, in a limited number of cases (at least formally), the voluntary interruption of pregnancy is the 194 of 1978, therefore passed 3 years after the one that established the counseling centers.
But it is equally undeniable that even this second norm did not intend to ask for the collaboration of these structures for the killing of the child in the womb of the pregnant woman. Rather".
"Family counseling centers - reads article 2 - assist pregnant women (...) helping to overcome the causes that could lead the woman to terminate the pregnancy". "Precisely to achieve this goal - explains Avvenire - the law states that the same structures can make use (...) of the voluntary collaboration of suitable basic social training and voluntary associations, which can also help difficult motherhood after birth'". "The practical objective seems very clear - he adds -: since the economic resources, even then, were not enough to remove the problems faced by pregnant women, the possibility was given and given that the consultors take advantage of the great voluntary service network, like the large and generous one that animates the Life Aid Centers ". "To dispel any doubt about the purposes of these structures - writes the Catholic daily -, article 5 of the same law 194/78 provides that when they are faced with a woman who asks for the voluntary interruption of pregnancy," they the task in any case (...) of examining with the woman and the father of the conceived, where the woman allows it (...) to help her to remove the causes that would lead to the termination of pregnancy '". Likewise, "if the woman goes to her doctor, he should inform her" of the rights to which she is entitled and on the social interventions she can make use of, as well as on the counseling centers and the socio-health structures ".
"And even if all this fails, there is nothing left but the killing of the fetus", concludes Avvenire, "the law forbade and prohibits the clinic from doing it on its own: abortion, in fact, can only be performed by a (different ) authorized structure.
Altering this discipline with a simple circular - as do the new guidelines of the Ministry of Health governing the use of the abortion pill -, and not through a parliamentary amendment of the law in force, would give rise to a violation of the Constitution ".
