The "traffic light model" formulated by Corona Commissioner Prof. Roni Gamzo was approved last night (Sunday) in the Corona Cabinet. The outline, which maps the red, orange and green cities across the country according to the extent of morbidity, is intended to help curb the spread of the virus, while imposing restrictions on areas where high infection rates have been recorded. The model will take effect on September 6.

According to the new outline, each local authority will receive a score between 0 and 10 according to the following variables: the number of new patients per week per 10,000 residents, the rate of positive tests in each authority per week, the rate of increase in the number of new patients in each local authority per week.

Once every two weeks, based on the average data of each authority in the previous week, the classification of that authority will be determined as follows: An authority whose average score is above 7.5, a red area will be defined; An authority whose average score is between 6 and 7.5 will be defined as an orange area; An authority whose average score is between 4.5 and 6 will be defined as a yellow area; An authority whose average score is below 4.5 will be defined as a green area.

Gathering according to the "traffic light model"

In the "red" area: the number of people should not exceed 20 people in an open area and up to 10 people in a building.

In the "orange" area: a gathering in an open area will be allowed - up to 50 people. In an open area of ​​a public or business place - no more than 40% of the maximum occupancy allowed under the business license. If there is no maximum occupancy - no more than one person per 4 square meters, and all up to 50 people at most. 

A gathering of up to 25 people will be allowed inside the building. In a public or business place building - no more than 20% of the maximum occupancy allowed under the business license, and if there is no maximum occupancy - no more than one person for 4 square meters, and all up to 25 people at most.

In the "yellow" area : in an open area - a gathering of up to 100 people. In an open space, a public or business place - no more than 60% of the maximum occupancy allowed under the business license, and if there is no maximum occupancy - no more than one person per 4 square meters, and all up to 100 people at most.

A gathering of up to 50 people will be allowed inside the building. In the structure of a public or business place - no more than 40% of the maximum occupancy allowed under the business license, and if there is no maximum occupancy - no more than one person for 4 square meters, and all up to 50 people at most.

In the "green" area : in an open area: a gathering of up to 250 people. In an open area of ​​a public or business place - no more than 80% of the maximum occupancy allowed under the business license, and if there is no maximum occupancy - no more than one person per 4 square meters, and all up to 250 people at most.

Inside a building - a gathering of up to 100 people. In the structure of a public or business place - no more than 60% of the maximum occupancy allowed under the business license, and if there is no maximum occupancy - no more than one person per 4 square meters, and all up to 100 people at most.

The number of those staying in the areas listed here will be determined in a separate series and not in the traffic light layout:

Welfare framework activities; Regulating the activities of the education system; Public transport and aviation activities; Workplace activities, except for the purpose of receiving an audience; Conditions of occupancy in nature reserves, national parks, heritage sites and holy places, museums, malls; Organized events, sitting and without food; Shops selling food, hygiene products and a pharmacy.

Implementation and steering teams will be established in the authorities

For the purpose of implementing the traffic light plan, it was decided to establish an inter-ministerial team headed by the Ministry of Health and with the participation of the Prime Minister, Finance, Internal Affairs, Defense, Economy, National Security Headquarters, Bank of Israel and a representative of the National Corona Commissioner.

The role of the team will be to determine how the index is applied with respect to geographical areas with unique size characteristics that require statistical correction. Among other things, localities within regional councils. The team will also be entitled to determine the manner in which the index will be applied under special circumstances and under the conditions it determines.

Another rehabilitation team is a steering committee headed by the Director General of the Ministry of the Interior, with the participation of representatives from the Ministries of Health, the Prime Minister, Defense, Finance, Welfare, the National Security Headquarters, the Home Front Command, the Israel Police, and a representative of the Corona National Commissioner. Special regulations

As part of the government's decision on the traffic light plan, it was decided to install regulations setting limits and conditions for dealing with the corona.

- The traffic light model and the regulations next to it will take effect on September 6, 2020, in order to allow a suitable preparation time for all relevant parties and accompanied by appropriate information. Accordingly, it was decided to extend the validity of the existing regulations today, without change, until 5.9.2020.

Organized events for the public

Sitting in marked places, when people who do not live in the same place are kept a distance of two meters and at least an empty chair between them, without serving food, the place is divided into enclosures of 20 people at most and between enclosure at least 2 meters, there is physical marking between the enclosures. The number of attendees at the event will depend on the traffic light model and the area classification. However, in a place located in a green or yellow area, it is possible to approve the holding of an event with a higher number of residents, after the authority has examined and found that the conditions in the director's instructions have been met. In this case, the authority can approve an event attended by up to 500 people. In addition to 500 people, the approval of the director general of the Ministry of Health is also required, and in accordance with the same stable conditions.

The amendment also regulates gathering restrictions for a closed building that has several separate entrances and events take place only when seated and without food being served. The maximum permissible occupancy will be in accordance with the congestion limit for the building according to the traffic light model when it is multiplied by the number of entrances to the place and not more than the permissible occupancy rate in the same area for a business with a maximum occupancy or 4 square meters per person if no such occupancy is fixed. People in total, and all while being divided into capsules, with each capsule containing people who entered from the same entrance only.

In a mall, a museum, a nature reserve, a national park, a heritage site and a place from the holy places - the number of visitors will not exceed one person per 7 square meters of the area and that in a store selling food or hygiene products and in a pharmacy - the number of residents will not exceed one person per 7 square meters from the surface of the place or on the maximum permissible occupancy as specified in the traffic light model according to the stick between them.

Prayers in the month of Elul and on the holidays of Tishrei

Regulations regulate for a limited time the manner of prayers held in the month of Elul and the Tishrei holidays due to the importance of the prayers at these times. During the Tishrei holidays, it will be possible to hold prayers in an open space, divided into separate complexes, so that each complex will have a fixed group of 20 people at most, provided that the conditions for maintaining public health are met. Conditions for their existence:

- Maintaining a distance of at least 2 meters between the compound

- Where the total number of occupants exceeds 250, a detailed plan of the place and the division into complexes must be submitted for prior approval by the local authority and the district health bureau.

In addition, it is possible to hold a prayer in a building with an area of ​​more than 40 square meters, subject to the conditions specified in the maximum occupancy equal to the maximum occupancy allowed according to the traffic light model according to the area, multiplied by 2 and the number of entrances, provided that the maximum occupancy does not exceed one person. 4 square meters and with a total of 1,000 people; in the case of a building with an area of ​​more than 240 square meters located in a red area, 10 people will be added to the maximum occupancy - if one building and 20 people - if the building has more than one entrance.
