Transport Minister Mario Meoni announced Monday that he was "thinking of October 1" as the possible date to

resume

regular, commercial, domestic and international

flights

.

And although he said that the protocols to be followed were being analyzed and in the first instance they would test

Uruguay, Paraguay, Chile and Brazil

with flights

, his words caused some degree of euphoria in an air market strongly depressed by the closure of numerous borders as a way to slow down the advance of the coronavirus.

And in particular because of the annoyance of international airlines with Argentina, which was going to open the skies in September but passed it to October.

Quickly, after the announcement of the Minister, the National Directorate of Migration stepped on the brake and imposed

caution

.

Its owner, Florencia Carignano, clarified that so far the only thing that will change is the implementation of

an Electronic Affidavit

, mandatory for those who enter and leave Argentine territory.

It has been in force since Monday 7, and

the fines

for airlines whose passengers do not comply with it will take effect

in two weeks

,

Clarín

learned

This is the new form that must be filled out to travel by plane.

In Migrations they indicated to this medium that the Declaration will replace the system that governed until now since the closure of air, land and sea borders - this was decided in March in parallel to the decree that established Preventive, Social and Mandatory Isolation.

Until now,

a paper

was used on special flights entering the country

in which passengers reported their health condition

.

The objective of the declaration that will now be electronic remains the same, they pointed out in Migrations: to prevent Covid-19 positive people from entering the country, which is today in tenth place in the world ranking of infected, with more than

488,000 infections

.

Now, with the electronic affidavit, they affirm in the Ministry of the Interior they trust in "

reducing the time of attention

before the Migration inspectors since the data recorded in the DDJJ will be completed automatically in the Integral System of Migration Capture (SICaM) which operates throughout the country. "

The flight data to upload in the affidavit.

The declaration, which is part of the state's de-paperization, also seeks to

avoid the crowding of passengers

at the airport - and thereby reduce the possibility of contagion - when they begin to allow a first batch of international flights as of October 1.

It must be completed by passengers

48 hours before traveling

and as it is an immigration requirement, transportation companies must check and guarantee that their passengers have completed it, they said.

In fact, as seen in the same form that

Clarín

publishes here

- and which is completed on the Migrations page - it is established that those who enter the country commit to

isolation for a period of 14 days from the date of the trip, control your symptoms and avoid the spread

of the coronavirus.

For that, the address in which this quarantine is to be carried out must be indicated.

At the end of the affidavit, a series of sensitive data linked to the coronavirus pandemic is requested.

There is also a section in which

"sensitive data"

related to the symptoms of the disease and the possibility of having been in contact with an infected person

are requested

.

The affidavit includes criminal complaints that include crimes of public action, in accordance with the provisions of articles 205, 239 and those corresponding to the Penal Code.

Article 205 determines: "

Anyone who violates the measures adopted by the competent authorities to prevent the introduction or spread of an epidemic will be punished

with imprisonment from

six months to two years

." And Article 239 establishes that "it will be punished with imprisonment. from

fifteen days to one year

, whoever resists or disobeys a public official in the legitimate exercise of his functions or the person who provides assistance at his request or by virtue of a legal obligation ”.

The only people exempted from the obligation to fill it out electronically, says Migrations, are those over 70 years of age, who will be assisted by immigration agents to upload data.

In the case of minors or people with disabilities, it must be completed by the adults in charge.
