Abuse of activity bonuses, RSA and APL
Among the many social allowances, the RSA is the most defrauded (10.1% of the amounts), followed by the activity bonus (6.2%) and APL housing assistance (2.9%).
The most frequent modus operandi consists in minimizing the declaration of resources: cheaters "forget" to indicate all or part of their income, declare themselves as a single parent when they are living as a couple, mention dependent children while they are have left home, etc.

These omissions and false declarations represented 69% of fraud detected in 2019: one in 6 RSA recipients, one in 11 activity premium recipients and one in 22 housing assistance recipients would commit.
Some also claim aid for housing rented to a member of their family, which is prohibited.
Others do not hesitate to declare non-existent housing, to claim aid for housing that they do not rent, or for all or part of fictitious beneficiaries.
