Israel on the way to closure • The government will convene earlier this week to approve the restrictions agreed by cabinet members • Afterwards, the decision will be submitted to the Knesset plenum for approval • Earlier, the Prime Minister said: "A solution has been found that will stop the disease and allow us to exit the restrictions in a gradual and responsible manner."

The Corona Cabinet approved a two-week closure, the decision - early next week:

At the end of the Corona Cabinet discussions, the ministers decided tonight (Thursday) that the decision on the measures required to curb the Corona will be postponed until next Sunday.

Once the commissioner approves the decision, it will be submitted to the Knesset for approval.

Netanyahu: "We will not make reckless decisions, I guess we will find a solution that will stop the disease"

According to the cabinet decision, the closure will consist of three stages.

The first beat will have a full two-week closure, and is expected to begin in the second half of next week.

After that, there will be relief and the state will move to a closure at level C which stipulates, among other things, that there will be a curfew only on holidays.

The studies will only take place until the fourth grade, and the workplaces will work in an emergency format.

After the end of this phase, which the government will decide how long it will take, the third phase will take effect - Prof. Gamzo's traffic light plan.

During the cabinet discussions today, the ministers expressed support for a full or almost full closure, with the exception of Finance Minister Israel Katz.

According to the spirit of the discussion, the closure will be according to scenario D, ie the most rigid.

The health system has suggested that the closure begin this coming Tuesday.

During the evening the government will convene to approve the proposal.

In an update given by Prime Minister Benjamin Netanyahu during a meeting of the Corona Cabinet, he said: "Prof. Gamzo and the heads of the hospitals came to the Corona Cabinet today and waved a red flag. Treat them and there will be many seriously ill and many dead.

"They say we need to take action - but we need to take action in no uncertain terms, not to take it recklessly, so it takes many hours, and on the other hand to get it early enough so that we can all get organized for the holidays, Yom Kippur and before that of course for Rosh Hashanah. A solution that will stop the disease and allow us to get out of the restrictions in a gradual and responsible manner. "

Earlier today, Corona Commissioner Prof. Roni Gamzo presented to the Corona Cabinet his recommendations for restrictions during the holiday season and the period thereafter.

According to the outline, for four weeks during the holiday period, from September 15 to October 12, "tightened restraint" will apply to the economy in order to lower the morbidity data.

The outline will also include a curfew on the holidays themselves.

During the meeting, Gamzo said hospitals are in a state of inadequacy.

The "tight restraint" outline recommended by Gamzo includes restricting passage between cities on holidays from 05:00 on the eve of the holiday to 05:00 in the morning after the holiday, closing of entertainment venues, restaurants, shopping centers, trade and reception centers, and closing of the education system All over the country, except distance learning.

As for holiday prayers, the outline will include reducing the minyanim inside, and encouraging prayers in the open space.

Among the additional guidelines: limiting gatherings throughout the period, according to the traffic light model, working in an emergency format in the public sector and moving to work in the amount of 50-30 percent in the private sector.

At this stage, it is still unclear what will happen to the vacationers in the hotels and nature sites, and what will be decided regarding the opening of Ben Gurion Airport.

Gamzo also presented an outline for the period after the holidays, during which a partial restraint will apply to the economy in order to reduce the number of infected to 600 per day.

According to this outline, gatherings will be limited according to the color orange, the education system will only operate for students up to fourth grade, and from fifth grade and up will study remotely.

In addition, leisure, leisure centers and restaurants will be closed from 17:00.

As for work, no restriction will be imposed, except in places that include an audience restriction.

However, the office encourages work from home in order to reduce the number of occupants in the space.

The data presented by Gamzo also show that four days ago there were 39 red cities and 57 orange cities in which 62% of the population live in Israel.

The coefficient of infection in ultra-Orthodox and Arab society is more than 1.2.

The rate of positive tests is 15% in the ultra-Orthodox society, 11% in the Arab society, and in the general population - 7-6%.

In addition, there is an increase in the rate of infection among those aged 60 plus, and there are signs that the opening of the ultra-Orthodox education system about three weeks ago, and the opening of the general education system a week ago allowed the infection circles to expand.

Gamzo further noted that the gatherings on holidays (meals, customs, prayers, tourism and events) constitute a sure recipe for increasing morbidity.

At the same time, hospitals warn that the continued congestion and the increase in the number of corona patients will lead to a deterioration in the quality of care for all patients and to the erosion of staff members.

A report by the Medical Barometer team on the condition of the hospitals submitted to the Corona Commissioner today states that the health system is waving a red flag and increasing anxiety among some managers about what is expected in the difficult patients aspect with increasing morbidity. The treatment of patients in internal medicine.

"Closure - a proven tool for lowering the rate of infection"

A position paper on the imposition of closures also shows that closure is a proven tool for lowering the rate of infection, when it lasts long enough and the conditions for its implementation are met, according to the Corona National Information and Knowledge Center, a body of the IDF Intelligence Division that assists policy makers in data research and analysis. The spread of the corona in Israel and around the world.

"There is a sensitivity to the date of activation of a closure. In the event of an outbreak (high coefficient of infection), the faster the reaction rate, the much more mortality is saved and the time to return to low morbidity levels is shortened," the document said.

However, it was noted that it is difficult to accurately predict the effectiveness of the closure, depending on the extent and degree of public responsiveness to exist under the restrictions.

The authors cite examples of the types of closures in the world: a six-week closure in South Africa that failed to reduce morbidity in the country, followed by a decision on a second closure of a month that contributed to this;

Closed in the Australian city of Melbourne which lasted about two months and succeeded in reducing the morbidity, as well as in Spain.

Also, the staff of the Information and Knowledge Center demonstrate cases where the purpose of using the closure is to prevent future outbreaks - and therefore impose it before events such as holidays or festivals.
