Switching from pluralism to mastery of the antenna, the puzzle of the CSA

Unlike the press, which can count opinion newspapers, the law of 1986 requires that each TV and radio station must respect the pluralism of expression within it.


Article 1 of the law of 1986, the real table of the law of the audiovisual sector, guarantees

"the pluralistic character of the expression of currents of thought and opinion"

.

Guardian of the texts, the CSA since that date has ensured respect for pluralism by all television channels and radio stations.

Unlike the press which can count opinion newspapers - because pluralism of expression is ensured by the existence in newsstands of titles ranging from the extreme left to the extreme right -, the law of 1986 requires that each TV and radio must respect the pluralism of expression within it.

The corollary of this obligation is the measurement of the speaking time of the various political formations, scrupulously counted by the CSA during electoral period, but also outside.

But, since the debate goes far beyond the framework of the political parties with the emergence of various movements resulting from the civil society, the CSA must redouble vigilance.
