Bercy resolves not to claim nearly 40 million euros from retirees

An administrative error had led her to pay an average of 190 euros in excess to 206,000 retirees. But "retirees should not suffer administrative errors," said Laurent Pietraszewski.

Good news for 206,000 retirees: they will not have to reimburse the state the sums they owed it, following an administrative error causing a pension overpayment.

The announcement was made on Friday by the Minister for Public Accounts, Olivier Dussopt, and the Secretary of State for Pensions, Laurent Pietraszewski.

The subject was revealed by Capital magazine a few days ago.

During the summer, more than 200,000 retirees received a letter from the National Old Age Insurance Fund (Cnav) asking them to reimburse an overpayment of pension since January, caused by a calculation error of CSG.

It all goes back to the change in the CSG desired by the government, in 2018, when the rate for the wealthiest retirees, receiving between 1,200 and 2,000 euros in pension, had fallen from 6.6% to 8.3%.

Faced with the challenge, the executive had backed down, restoring the rate to 6.6% for retirees whose benchmark tax income did not exceed 22,941 euros.

This modification was accompanied by a smoothing device, ensuring that the CSG does not increase even after having exceeded this threshold, on condition of not spending two years in a row above.

However, the increase that should have taken place in January was not achieved in time, causing it to catch up during the summer.

The Cnav, says

, proposed a schedule for people receiving small pensions, in order to facilitate repayment.

But, for the Confederal Union of FO Retirees (UCR-FO), there is no question of paying the requested amounts.

The organization had sent a letter to Olivier Dussopt, explaining to him "

that, if the right to error exists in public bodies, it must play in favor of the insured persons

".

This Thursday, the Deputy Minister and Laurent Pietraszewski confirmed that the executive ultimately did not intend to recover this money.

"

Retirees must not suffer administrative errors

," wrote the Secretary of State for Pensions on Twitter, explaining that he had asked the Cnav not to claim "

the remainders to be collected from CSG

".

Between January and August, following a management error, the CNAV applied a CSG rate lower than it should have

”, he describes.

The error concerned 206,000 "

middle class retirees

", for an average amount of 190 euros, said the Secretary of State, or more than 39 million euros.

What to rejoice the individuals concerned as well as the UCR-FO, who "

learned with satisfaction

" the decision of Olivier Dussopt.

Some silver lining.
